Should return 8, 17, 21, 25, etc. Java versions before 9 use 1.x numbering, but since nobody is going to use Java 7 or below it is assumed to be 8. If the Java version fails to parse for whatever reason, FALLBACK_JAVA_VERSION will be returned.
